On 25 October 2019 the Noord-Holland Provincial Executive granted a permit to Circuit Park Zandvoort to use the race track terrain and carry out works on the grounds including placing temporary spectator stands, earthmoving, building two tunnels and reinforcing pedestrian access paths.
Various environmental organisations, including Cooperation Mobilisation for the Environment U.A. and the Dutch Dune Conservation Foundation, raised objections to the permit. According to the environmental organisations, the use of the race track terrain and the works would result in increased nitrogen deposition. Moreover, the environmental organisations argued it was impossible to monitor the emission ceiling set by the permit and, therefore, there was a risk of exceeding that ceiling with negative effects for the ‘Kennemerland-Zuid’ Natura2000 Area.
On 1 July 2021 the Court heard the objections and concluded the proceedings. On 12 July the court reopened the proceedings and requested STAB, the Dutch Foundation for Advice on Administrative Law, to start an investigation. The parties did not wish a follow-up hearing. On 22 March the Court again concluded the proceedings and today the Court passes a judgement.
