Liaisonrechter internationale kinderbescherming

Liaison

De Liaisonrechter fungeert als aanspreekpunt voor rechters in Nederland bij wie kinderontvoeringsprocedures dan wel procedures met internationale kinderbeschermingsaspecten aanhangig zijn en die een collega in het buitenland willen consulteren en omgekeerd voor rechters in het buitenland die in dat verband een collega in Nederland willen consulteren (artikel 24 Uitvoeringswet internationale kinderbescherming). Zo nodig, kan de liaisonrechter ook contact leggen met rechters van landen die geen partij zijn bij het Haags Kinderontvoeringsverdrag 1980, het Haags Kinderbeschermingsverdrag 1996 en de Brussel II-bis-verordening. Een van de belangrijkste taken van het BLIK is dan ook het tot stand brengen van contacten tussen rechters in Nederland en rechters in het buitenland en vice versa. Dit gebeurt bij voorkeur via de liaisonrechter in het buitenland. De contacten vinden in het algemeen per e-mail (bij voorkeur) of per telefoon plaats.

Helpdesk

Naast het faciliteren van contacten tussen rechters in Nederland en rechters in het buitenland fungeert het BLIK als helpdesk voor rechters in Nederland. Met inhoudelijke vragen op het gebied van internationale kinderbescherming, die niet eenvoudig zijn te beantwoorden binnen uw rechtbank, kunt u terecht bij de helpdesk.

Het Bureau liaisonrechter internationale kinderbescherming (BLIK) wordt (bij toerbeurt) bemand door zeven gerechtsjuristen/juridisch adviseurs.

Liaison

The Liaison Judge acts point of contact for judges in the Netherlands before whom child abduction proceedings or proceedings involving international child protection aspects are pending and who wish to consult with a colleague abroad and, vice versa, for judges abroad who wish to consult with a colleague in the Netherlands in this connection (Article 24 International Child Protection (Implementation) Act. If necessary, a liaison judge can also contact judges in countries that are not a party to the Hague Child Abduction Convention 1980, the Hague Child Protection Convention 1996 and the Brussels II bis Regulation. One of the most important tasks of the BLIK is therefore establishing contact between judges in the Netherlands and judges abroad and vice versa. This preferably takes place via the liaison court abroad. Contact generally takes place by e-mail (preferably) or by telephone.

Helpdesk

In addition to facilitating contact between judges in the Netherlands and judges abroad, the BLIK also acts as helpdesk for judges in the Netherlands. You can contact the helpdesk if you have substantive questions in the area of international child protection that cannot easily be answered within your own court.

The Office of the Liaison Judge International Child Protection (BLIK) is staffed by seven staff lawyers/legal consultants (in rotation).
